Mary Wiencke
Executive Director
Mary joined PGP in 2022. In her role as the Executive Director, Mary actively advances PGP member goals through policy development, external outreach, regional engagement, and stakeholder collaboration. Mary supports PGP’s mission by identifying and prioritizing areas of focus for PGP’s advocacy – this includes state and federal greenhouse gas policy, resource adequacy, transmission and market development. Mary leads with PGP’s core values of credibility, partnership and problem-solving. Prior to joining PGP, Mary was the Vice President of Market, Regulation, and Transmission Policy for PacifiCorp where she developed and provided strategic direction on PacifiCorp’s environmental, transmission and market policies. Mary is a graduate of Barnard College and Lewis & Clark Law School.

Sibyl Geiselman
Market Policy Advisor
Sibyl joined PGP in July of 2022. Her work at PGP is focused on market design and strategy. Prior to joining PGP, Sibyl focused on production cost modeling, market analysis, and market strategy in organized and bilateral markets at Avangrid Renewables and Enel North America. Sibyl started her career in public power as an Energy Resource Analyst at the Eugene Water and Electric Board. She graduated from the Clark Honor’s College at the University of Oregon and has a bachelor’s degree in Applied Mathematics and Spanish.

Lea Fisher
Senior Energy Consultant
Lea began supporting PGP through her independent consulting practice, Fisher Energy Consulting LLC, in August 2026. Her work at PGP is focused on clean energy, resource adequacy and carbon policy. Lea has 18 years of experience in the energy industry, with expertise in wholesale electricity market design, governance, power supply procurement, and project management. Prior to joining PGP, Lea served as a consultant at GDS Associates Inc., where she advised large utility clients on markets policy, led implementation efforts for key regional initiatives and served as the project manager for the development of integrated resource plans. Lea previously supported PGP on market design and strategy from 2019-2022. She holds a Master’s of Public Administration degree from Portland State University and a Bachelor of Arts degree in International Studies from the University of Oregon.

Ryan Bottem
Energy Policy Analyst
Ryan joined PGP in December 2024 as an Energy Policy Analyst. His work at PGP is focused on resource adequacy and the energy transition. He is an alum of Western Washington University’s Institute for Energy Studies, earning his Bachelor of Science in Energy Science and Technology. He holds a Master of Science in Environmental Science degree from WWU’s College of the Environment. His research career began in Materials Science, assessing coal fly ash as a thermal medium in Concentrating Solar Power plants. As a research intern at Okanogan County Electric Cooperative, Ryan studied the implementation of rural energy efficiency programs under the Bonneville Power Administration and drafted a five-year plan of action. His thesis was an application of Life Cycle Assessment in the agriculture industry.
